Up till now Australians earning up to $228,000 had lower taxes than New Zealanders. That is a dramatic change and incentive for New Zealanders to get ahead.&lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font face=&quot;Arial&quot;&gt;The commentators have been clear. It is a good Budget – better than the Budget of 2009, and better than any Labour Budget of the previous nine years. It is no ordinary role. Air Force pilots and crewmen put their lives at risk as they apply themselves to military service, which is very different to flying in the civilian sector.  Each flight has risks which we seek to mitigate, but that involves risk that civilian operations never encounter.  We are deeply indebted for their dedicated service and commitment. The country mourns their loss.&lt;/font&gt;&lt;/p&gt;&lt;p align=&quot;JUSTIFY&quot;&gt;&lt;font face=&quot;Arial&quot;&gt;This is why the Prime Minister returned from overseas to give his personal support. The Defence Force family is our family too. This quarterly decrease is the first since December 2007 and has occurred at a time of the year when employment typically falls as a result of seasonal farm work disappearing. This represents the biggest single quarterly drop in unemployment since 1986.&lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font face=&quot;Arial&quot;&gt;An increase in employment is one of the key aims for the National Government, along with economic growth and better value public services.     &lt;div&gt;HARBOUR CORRIDOR APPROVED&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The announcement by Minister of Transport Steven Joyce of the corridor for the harbour crossing will be welcome news for commuters in North Shore and elsewhere.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;His assurance that the corridor will be on the eastern side of the bridge, essentially from the old tollgate plaza to Wynyard Point, is confirmation that residents of North Shore have been looking for. His commitment to getting this project moving will also be welcome.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The news that the bridge has 20-40 years of life left certainly requires a full look at all the options. But it is worth noting that we do have time to do this and there is no need for an unseemly rush.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Since I have been a Member of Parliament I have been supporting a tunnel option from the old toll plaza to Wynyard Point to complement the existing bridge.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The Anzac bridge proposal to replace the existing bridge also raises an interesting option. In 2007 I met with Richard Simpson about his Anzac bridge proposal. It was clearly a dramatic design that also has the advantage of freeing up land in St Mary’s Bay and Northcote. Visit www.bridge2015.org.nz for a good look at the proposal.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The timeframe of 15-20 years gives plenty of time for considered thought on these issues. Now that the key issue around the corridor has been confirmed, we have the opportunity as a community to think carefully about the options available.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;AUCKLAND GOVERNANCE: THE LOCAL BOARDS&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Last week the Local Government Commission released its recommendations on the proposed boundaries for the new Auckland Council. This week Parliament will deal with the third Auckland Bill. This Bill will set out the transition mechanisms to enable transfer of council assets, powers and staff to the Auckland Council.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Three local boards will cover the wider North Shore area. They are Devonport-Takapuna, Glenfield-Birkenhead and Albany-East Coast Bays-Hibiscus Coast. Each of these areas will be further broken down into electoral districts for the election of local board members.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;For the Devonport-Takapuna board, three members will be elected from the Forrest Hill-Milford-Takapuna area, and two will be elected from the Belmont-Devonport area. My initial reaction is that we may get more diverse representation if we had a seven-person board instead of the five proposed.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The Local Government Commission has proposed that the North Shore Ward will elect two councillors to the Auckland Council. This ward will effectively cover the electorates of Northcote and North Shore.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Mayor Andrew Williams considers that two single-member wards would be preferable. The Commission has shown a clear preference for two-person wards on the basis that the councillors will focus on their wider responsibilities to the whole city, rather than their particular constituency.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;For more information or to make a submission please visit www.lgc.govt.nz. Submissions close on 11 December.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;TRIP TO CANADA&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;In late November I visited Canada at the invitation of Defence Minister Peter MacKay. Canada is now one of New Zealand’s most important defence partners. We undertake shared training, and both countries have deployments in Afghanistan.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;During the visit I attended the Halifax International Security Forum, where the principal topics  were Afghanistan and nuclear proliferation. The attendees included US Defence Secretary Robert Gates, the new German Defence Minister and Ministers from Brazil, Belgium, Italy and the Netherlands, plus a large number of defence and security thinkers.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;My visit also encompassed Research, Science and Technology. Canada faces many of the same problems as New Zealand around driving growth.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The insights gained will be of considerable value in my current reviews of both Defence and Research, Science and Technology.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;BREAKFAST WITH JOHN BANKS&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;On Wednesday last week the North Shore National Party hosted a breakfast at the Spencer on Byron with John Banks, the Mayor of Auckland.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;John Banks was the first candidate to declare he would stand for Mayor of the new Auckland Council. John is setting a clear agenda in getting more growth in our city and our region.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;He challenged us to look to the example of Brisbane which amalgamated its city council in 1925. Brisbane was recently able to build an airport motorway link in six years, compared to the Auckland Western Ring Route which started consultation in 2006 and is only due to be completed in 2015. Quoting a Herald headline from 1964: “The future requires bold ideas”, John urged us to embrace that same spirit.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;This was a great event with over 150 people in attendance.     &lt;div&gt;HONOURING THE FALLEN&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;On Wednesday 11 November I attended Armistice Day commemorations at the World War 1 Sanctuary at the Auckland War Memorial Museum. I had the honour of laying a wreath on behalf of the Government and people of New Zealand. Some 350 people attended the service, including the Mayors of Auckland, North Shore, Waitakere and Rodney. The Auckland Girls’ Choir performance was especially moving.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Last Sunday I attended the Remembrance Day service at the Cathedral of St Paul in Wellington. On Remembrance Day we honour all those who have died in war.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Traditionally Armistice Day was commemorated on 11 November at 11am, because World War 1 ended when Germany signed the Armistice on the 11th hour of the 11th day of the 11th month. On Armistice Day we remember those who died in World War 1.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Anzac Day is unique to New Zealand and Australia. Remembrance Day and Armistice Day are commemorated throughout the Commonwealth.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;COLLEGE PRIZEGIVINGS&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Last week I attended prizegiving at Rangitoto College and the senior prizegiving at Takapuna Grammar School.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;North Shore students continue to achieve at the top level. Many of the students that received prizes last week will be planning tertiary study. The students of today are the leaders of tomorrow.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The success of our students is a result of the hard work of each individual. Their successes also reflect the efforts of dedicated teachers, boards of trustees and supportive parents.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;To all those students who are reaching the end of the school year and approaching the final exams, I wish you the best of luck. The next few weeks will be hard work, but this will be followed by a well-earned rest.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;RUTHERFORD MEDAL&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;On Wednesday night I presented the Royal Society of New Zealand’s prestigious Rutherford Medal to Professor Peter Hunter of Auckland University. The Medal, awarded annually, honours those who have made an exceptional contribution across a lifetime of research to science and technology in New Zealand.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Professor Hunter is head of the Bioengineering Institute at the University of Auckland. He is a world leader in the field of computer modelling of the way the human body works.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;This year, following the establishment of the Prime Minister’s Science Prizes, the Government has instituted an award of $100,000 in prize money to the Medal recipient. The Government is committed to celebrating the achievements and success of our scientists.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Professor Hunter has a stellar research record. Apart from his own work, through his commitment to supporting young researchers he has made a huge contribution to this country.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;VISIT TO CANADA&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Starting today I am on an official visit to Canada. I will be making both a formal bilateral Defence visit and a Research, Science and Technology visit. I will also be attending an international security forum in Halifax this weekend. Canada is a good friend on the international scene and I look forward to furthering our relationship in both portfolios.&lt;/div&gt;&lt;br /&gt;

    &lt;div&gt;VISIT TO AFGHANISTAN&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Two weeks ago I had the privilege of visiting our troops in Afghanistan.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The Provincial Reconstruction Team in Bamyan Province is doing a fantastic job. You know that they are well respected by the fact that even 7½ years after the PRT was first deployed, children wave to them, and look forward to seeing them.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Bamyan is starting to see growth. A new town centre is being built; roads are being sealed, the hospital has been rebuilt. The polytech has 1000 students in education, agronomy and other disciplines.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Of course, Afghanistan is still a country with deep problems. These were evident in Kabul – there is a level of security in the city that is daunting. The city has grown from one million to nearly four million in the past 10 years. There is a plethora of security systems, reconstruction and a hum of activity.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;I did get the sense of a country making progress, though things are particularly difficult in the south.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Our NZDF people in Afghanistan are in good spirits. Their morale is high and they can see they are making a difference.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;From Afghanistan I went on to Bratislava in Slovakia to attend a meeting of NATO and ISAF Defence Ministers. The key topic was General Stanley McChrystal’s recent assessment. There was general support for the building-up of the Afghan Government to ensure that NATO/ISAF will be able to leave a well-functioning country. Of course, troop numbers are still an issue for President Obama.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;It is important to attend such meetings, to ensure New Zealand’s voice is heard at this level. This is how we ensure our interests are considered.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;ACC REFORM&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Over the past four years, ACC claim costs have risen 57%. Unfunded liabilities have risen from $4 billion to $13 billion. This is unsustainable. The Government has been forced to make decisions between raising levies and cutting back on entitlements.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;As part of the agreement with ACT to support the ACC Reform Bill, the Government has agreed to open up the ACC Work Account to competition from private insurers. A second agreement allows the ACC steering group to investigate where competition could be effective in other ACC accounts.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;However, the Minister for ACC, Nick Smith, has made it clear that it is unlikely that the insurance function in the other ACC accounts will offer any significant work for private insurers.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Submissions on the proposed changes to ACC close at 5pm on 10 November and can be e-mailed to consultation@acc.co.nz.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;THE MARY BARRETT GLADE&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;I was very happy to hear that Polly Pollock of Devonport will continue to maintain the lovely glade of native trees she has created on Navy land in Lake Rd.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Polly has spent many years developing the Mary Barrett Glade from scratch. The land was originally a rubbish dump. The Glade is named after her late daughter, and is very popular with walkers and joggers. School groups are also frequent visitors.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Earlier this year the Navy had planned to take over looking after the Glade, when Polly had some health problems. She is now almost fully recovered, and with the assistance of my office Polly and the Navy have reached agreement that she will carry on as long as she is able to do so.&lt;/div&gt;&lt;br /&gt;

    &lt;div&gt;FAREWELL TO HMNZS CANTERBURY&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The Navy’s multi-role ship HMNZS Canterbury has arrived in the Pacific with a cargo of essential reconstruction supplies for the areas hit by the recent tsunami.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;I toured the ship and farewelled the crew before they sailed last Saturday. Canterbury was in planned maintenance when the tsunami struck. The Navy worked very hard to get the ship ready for sea within five days. They did an excellent job.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Canterbury’s arrival marks the next phase of New Zealand’s aid effort. This follows the delivery by air of medical supplies and other urgent requirements in the days following the catastrophe.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The cargo on board Canterbury includes engineering vehicles, timber and water purification equipment. She also carried several containers of donated goods from the Tongan and Samoan communities.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The delivery of Kiwi aid to our brothers and sisters in the Pacific is a proud event to be involved in. Well done to everyone.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;PREPARING FOR A NATURAL DISASTER&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;It is important that New Zealanders have confidence in our civil defence arrangements. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;The Government has set up an independent review looking at how the Ministry of Civil Defence and Emergency Management responded to the recent tsunami threat.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;The review is expected to be completed by the end of October and will run alongside the Ministry’s own review of its response. &lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;National is committed to ensuring that we have the best systems and to supporting civil defence teams and communities around New Zealand.&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;For more information: &lt;/div&gt;&lt;div&gt;http://www.beehive.govt.nz/release/minister+calls+civil+defence+review&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;MILFORD CENTRE&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;The Milford Residents and Ratepayers’ Association recently held a public meeting on the development of Milford centre. The owners of Milford Mall, the New Zealand Retail Property Group, are proposing a private plan change that would permit a higher density of development on the current mall site. The redevelopment would offer a much larger retail area which will bring increased jobs and business to the Milford area. However, some residents are clearly anxious about the nature of the proposed development.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;When hearings for the plan change are held I suggest that all interested residents make an effort to attend. In the meantime it is a good opportunity for the Milford community to think about the direction they would like to see the development take.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;OUT AND ABOUT&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Passchendaele commemorations&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Last Saturday I joined the Prime Minister at the March Past and Review in Takapuna  to mark the 92nd anniversary of the World War 1 battle of Passchendaele. The Army led the parade, with the other services, cadets and RSA members also involved. It was a very moving occasion. This battle took place over two days and cost more New Zealand lives than any other single event in our history. Amongst others, the Prime Minister and I laid wreaths.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Farewell to Afghanistan troops&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;On Monday I visited the Ohakea Air Force base to farewell the latest rotation of Defence Force and police personnel to the Provincial Reconstruction Team in Afghanistan. There are  145 people in this group. They comprise the fifteenth such rotation to serve in Bamiyan province. Our PRT is making a very significant contribution in Bamiyan. They are providing essential reconstruction to help the people of Afghanistan build a better future. They will make us proud, as have their predecessors.&lt;/div&gt;&lt;br /&gt;
