NEW SCIENCE MINISTRY TO DRIVE GROWTH

The new Ministry of Science and Innovation announced this week will play a key role in boosting New Zealand’s economic growth.

It will lead a robust science and innovation system that will improve our economic performance. New Zealand is not short of great ideas. We need to harness this resource and get it working for us. The new Ministry will be central to that.

This is the next step in the biggest overhaul of the science system in 20 years. It delivers on the Government’s commitment to unlocking the huge potential science has to lift our economy and our whole society.

The new Ministry will replace the Ministry of Research, Science and Technology and the Foundation for Research, Science and Technology. It will manage science funding, advise the Government on New Zealand’s science system, and drive knowledge transfer from the science sector to business and other research users.

PROGRESS ON MARY BARRETT GLADE

For the past 17 years, “Polly” Pollock has been working to create a haven of native fauna on unused Navy land in Devonport. The Mary Barrett Glade is a memorial to her daughter, who died in 1989.

Last year it became apparent that a plan for the future of the Glade was needed, as Polly is no longer able to spend as much of her time working in the Glade.

Polly has put an extraordinary amount into creating this lovely area. Even while the Glade has been closed she is still looking after the plants, with help from the Navy. We are all in her debt.

The Glade is a real asset to Devonport and the whole Shore area. It complements the many other beautiful places we can all go to walk and admire the bush.

The Navy have shown that they have a real commitment to maintaining the glade.

The Navy’s gardening and landscaping people will start work on a new walking track as soon as the necessary consents from the North Shore City Council and the Historic Places Trust come through.

Denese and I are looking forward to walking the new track very soon.

BUSY TRIP IN STORE

By the time you read this I will be in Singapore, where I am attending the annual Shangri-La Dialogue, a meeting of regional Defence leaders. After that meeting I will be conducting a bilateral visit to France both as Minister of Defence, and of Research Science and Technology.

I then fly to Brussels for a meeting of the International Security Assistance Force (ISAF), and finally attend the 2010 International Square Kilometre Array Forum in the Netherlands (ISKAF).

ISKAF is a very exciting possibility for New Zealand. It is a $3-4 billion international science project in radio astronomy, now under consideration by a consortium of institutions from 19 countries. New Zealand and Australia are making a joint bid for hosting rights, competing with a consortium of nine Southern African countries. A decision is expected in 2012.

CHANGING GEAR

The 2010 Budget is the most significant reform of the tax system since 1986. Up till now Australians earning up to $228,000 had lower taxes than New Zealanders. From 1 October (when the changes kick in) all New Zealanders with incomes over $55,000 will have lower taxes than Australians. That is a dramatic change and incentive for New Zealanders to get ahead.

The commentators have been clear. It is a good Budget – better than the Budget of 2009, and better than any Labour Budget of the previous nine years. Guyon Espiner of TVNZ gave it seven and a half out of ten.

DRIVING INNOVATION

The Budget is not only about tax, it is also about growing business. A key priority for the Government since taking office has been to deal with the economic crisis. Now we are focusing on building the economy.

New Zealand needs better economic growth to create jobs, boost incomes, improve frontline public services, and help New Zealand families get ahead.

The reforms in this year’s Budget will provide the right incentives for hard-working Kiwis to get ahead under their own steam – and they will make the system fairer, more sustainable and more supporting of economic growth.

In the Research, Science and Technology portfolio, the Budget provides an additional $321 million for new initiatives.

This includes:

$189.5 million over four years for technology development grants to support R&D in firms who successfully carry out a significant amount of R&D.
$20 million over four years to trial technology transfer vouchers, which will encourage links between firms and publicly-funded research organisations.
$11 million over four years to support technology transfer from research organisations to firms, and commercialisation of new products and processes.
$13.7 million over four years in contingency funding for initiatives to improve the transfer of technology from research organisations to the private sector.

The other major new science initiatives are:

$25 million over four years for the Rutherford Discovery Fellowships, which will support excellent early to mid-career researchers.
$9 million over three years, starting in 2011/12, to attract top entrepreneurial science talent to New Zealand.
$44.3 million over four years in contingency funding for proposed large-scale science infrastructure (subject to Cabinet approval).

The current projections for the economy show growth returning in 2011 and a continued reduction in unemployment.

ACCELERATING TAX REFORM

The rise in GST from 12.5% to 15% has enabled the Government to make major reductions in personal income tax. These changes give New Zealand families more choices on how best to use their money.

The right mix of taxes will help our export and import-competing sectors – the parts of our economy that earn New Zealand's living and create sustainable jobs.

The right tax system will help the economy grow by encouraging saving and productive investment, and discouraging spending – so that New Zealand will earn more than it spends. The changes we make will encourage people to earn more and to invest in business growth.

For beneficiaries and superannuitants, there will be a 2.02% increase in benefits to offset the increased cost of GST. In addition there will be an increase in benefits as a result of the income tax reduction. As the Prime Minister has said, it will be a “double whammy” increase.

TRAGIC LOSS OF AIR FORCE LIVES

Early on ANZAC Day I received the tragic news that three Air Force personnel had been killed in the crash of an Iroquois helicopter near Wellington.

The deaths of Flight Lieutenant Hayden (Muddy) Madsen, Flying Officer Dan Gregory and Corporal Ben Carson reminds us of the hazards the men and women in the New Zealand Defence Force regularly face both at home and when serving overseas.

We ask a great deal of our Defence Force personnel in serving our country. It is no ordinary role. Air Force pilots and crewmen put their lives at risk as they apply themselves to military service, which is very different to flying in the civilian sector. Each flight has risks which we seek to mitigate, but that involves risk that civilian operations never encounter. We are deeply indebted for their dedicated service and commitment. The country mourns their loss.

This is why the Prime Minister returned from overseas to give his personal support. The Defence Force family is our family too. We take pride in the achievements of Muddy, Dan and Ben, but we also share the sorrows of their passing.

The timing of the deaths, on a day of national remembrance for those who have lost their lives serving their country, echoes the past sacrifices of New Zealand families. It was with deep regret that I gave my condolences to the families of these men.

BIG DROP IN UNEMPLOYMENT

This week Statistics New Zealand announced the very good news that unemployment has decreased in the March quarter, from 7.1% to 6%.

This means that the number of people unemployed dropped by 25,000 – the equivalent of the combined population of Takapuna and Milford. This quarterly decrease is the first since December 2007 and has occurred at a time of the year when employment typically falls as a result of seasonal farm work disappearing. This represents the biggest single quarterly drop in unemployment since 1986.

An increase in employment is one of the key aims for the National Government, along with economic growth and better value public services. This is great news for the thousands of New Zealand families that have struggled to cope with the extended recession.

TAX REFORM PUBLIC MEETING

Tonight I will be hosting a public meeting on tax reform at the Takapuna War Memorial Hall at 7pm.

New Zealand needs economic growth to create jobs, boost incomes, improve frontline public services, and help New Zealand families get ahead. The programme to achieve this includes options to reform the tax system in this month’s Budget. The reforms will provide the right incentives for hard-working Kiwis to get ahead under their own steam – and they will make the system fairer, more sustainable and more supporting of economic growth.

WE WILL REMEMBER THEM

In two days time New Zealand will take time to remember those who put their lives at peril to defend the freedom of our country.

I will be representing the Prime Minister at the Dawn Service at the Auckland War Memorial. I will also be representing the Government at the Civic Ceremony in Auckland later in the morning. In the electorate Denese and I will attend the dusk service at Takapuna Grammar School.

This year marks the 65^th anniversary of the end of World War 2. Most of the servicemen who survived that war are now in their 80s and 90s. Each year it is an honour to take the time to remember the ultimate sacrifice that young men and women made or were willing to make for their country, in many wars. An entire generation of our finest young people lost or risked their lives for a greater cause.

Our proud Anzac tradition is at the heart of the modern Defence Force. The values of courage, commitment, comradeship and integrity are at the heart of the service our Defence Force renders around the world. The good work our soldiers are doing in Timor-Leste, the Solomon Islands and Afghanistan is helping fragile nations to become safe and secure.

The service of our soldiers, sailors and airmen in the great conflicts of the twentieth century, and in Korea, Malaysia and Vietnam, where men and women stood to defend freedom is a debt the contemporary generation can never fully repay. The best we can do is honour their service. Today the New Zealand Army, Navy and Air Force continue to work for the greater good all over the world.

GALLIPOLI ESSAY COMPETITION

In honour of the 95^th anniversary of the Gallipoli landings, a national essay competition was held to select 21 students to accompany Prime Minister Key and the official party to Anzac Cove in Turkey.

Bronwyn James from Westlake Girls High School was one of the competition winners. The topic was ‘Using Gallipoli as a case study, illustrate the impact of World War 1 on New Zealand Society. Entries were in the form of; short films, web features, artistic representations, written formats, music and poetry.

The competition winners spent two days at a military camp in Wellington and will now be on their way to Turkey via Darwin, Sharjah and Istanbul.

NORTH SHORE YOUTH MP CHOSEN

This year I was presented with an amazing range of exceptionally able young people interested in being the North Shore Youth MP. We had candidates from Kristin School, Westlake BHS, Westlake GHS, Rangitoto College, Takapuna Grammar, Carmel College and Rosmini College.

After a formal presentation from each candidate, I selected Siale Mann from Westlake Girls’ High School for the role.

She is a capable and confident young woman. I was particularly impressed with her ability to manage her very high level academic, cultural and sporting commitments. I know she will make a strong contribution to Youth Parliament 2010.

Today has been a busy day at the local office, meeting with a number of constituents and hosting a senior lunch with former Mayor George Wood as the guest speaker. We try to hold one of these lunches every second month. There is a fantastic team of volunteers who make them possible (with a $5 charge to cover the food costs).

SCIENCE STRATEGY DRIVING GROWTH

Science and innovation are key drivers of the Government’s economic agenda set out by the Prime Minister in February. A high-performing public science system which supports economic growth is an essential part of the plan.

In the past fortnight the Government has announced decisions to boost the contribution of science to the Government’s economic agenda.

We have merged the Foundation for Research, Science and Technology with the Ministry of Research, Science and Technology. This will ensure clear priorities in the system and clear goals for science teams.

We are making significant changes to New Zealand’s Crown Research Institutes (CRIs) so that they produce better science and are working for the good of every New Zealander. They are the most important changes in the sector in 20 years.

CRIs are at the heart of innovation. Through innovation we will lift the economy and deliver more jobs, better pay and better living standards.

The eight CRIs are a cornerstone of the science that underpins New Zealand’s economic and environmental well-being. They are AgResearch, Plant and Food Research, the Institute of Environmental Science and Research (ESR), Scion, the Institute of Geological and Nuclear Sciences (GNS), Industrial Research Ltd (IRL), Landcare Research, and the National Institute of Water and Atmospheric Research (NIWA).

The main changes provide:

greater clarity on the role and purpose of each CRI

strategic and longer-term funding for CRIs, enabling them to better align with their sectors and produce better science

stronger CRI board accountability

balanced performance indicators that will enable CRIs to better account to both the sectors they serve and the Government.

The radical improvements in CRIs’ purpose, funding and accountability will make CRIs powerful engines of growth.

The changes are based on the recommendations of the CRI Taskforce report released last month. They position CRIs as a critical part of the Government’s economic growth agenda over the next five to 10 years.

NORTH SHORE JUSTICES OF THE PEACE

Congratulations to newly-appointed Justices of the Peace on the North Shore: Margaret Bendall JP, Jeremy Blakey JP, Richard Gates JP, Kwang-Yong Ko JP, Nick Pacey JP and Hyman Phillips JP.

Justices of the Peace carry out many ministerial and judicial duties, ranging from verifying copies of documents and taking statutory declarations through to presiding over preliminary hearings in court. They are chosen because of their interest in and commitment to serving their communities.

Recently I made a school visit to Murrays Bay Intermediate. I had a productive meeting with principal Colin Dale, including a good discussion about National Standards.

National Standards are providing accurate information and feedback on students so that resources can be tailored to specific student needs.

I also visited St Leo’s School in Devonport and met the principal, Mary Kedzlie. It was a pleasure to see the students enjoying studying at a well-run school. The Government is committed to giving every New Zealand child the opportunity to learn in a supportive and happy learning environment such as St Leo’s.

CRI REPORT RELEASED

This week the Government released the Report of the Crown Research Institute Taskforce.

The taskforce has done an excellent job. The report recommends that the Government should clarify what it expects from CRIs, provide greater certainty of funding, strengthen board accountability and put in place appropriate performance measures.

Science and innovation are key drivers of the Government’s economic agenda set out by the Prime Minister last month. The eight CRIs are a cornerstone of the science that underpins New Zealand’s economic and environmental wellbeing. They are powerful engines of growth.

This report provides a platform for the Government to consider how to get the best science from the CRIs. We want science that is of long-term benefit to New Zealand. We do not own CRIs to make money: we own them to provide good science for the benefit of the economy and society as a whole.

The taskforce’s recommendations will now be carefully studied by Government, and especially by the two shareholding Ministers, myself and Bill English. Our goal is to power up the science system to deliver much greater economic growth for New Zealand.

LAKE ROAD CYCLE LANES

The debate on the cycle lanes continues. Now 3600 people have signed the petition to save the Lake Road cycle lanes. Last year, 2300 people signed a petition asking for the removal of the cycle lanes in Lake Road.

I have noticed over the last year that the cycle lane is slowly getting more use and that car drivers are adapting to it. However there are still some areas that could be improved, especially around the Bardia–Winscombe intersection.

It is clear that the requirements of cyclists have to be better anticipated as the city grows. A cycle path strategy will need to be adopted for Auckland. This needs to provide enjoyable, direct and well-planned cycle routes – ideally, separate from motor vehicles.

A sensible strategy that meets the needs of all the users will lead the way forward.

KRISTIN SCHOOL VISIT TO PARLIAMENT

Last week I had the pleasure of meeting some Year 13 students from Kristin School at my Parliamentary office.

A visit to Parliament clearly illustrates the mechanisms of government and the importance of stable government. Such a visit is an experience that all New Zealanders should have.

Though New Zealand is a relatively young country, we are endowed with a number of valuable institutions and with a rich democratic tradition.

One of the ways that young people are able to experience Parliament and its traditions is through Youth Parliament. Youth Parliament is held every three years, and 2010 is one. If you are between 16 and 18 and are interested in being my Youth MP please e-mail northshore@parliament.govt.nz

2010 - The Year of Growth

2010 – THE YEAR OF GROWTH

Most people are back at work after a good summer break, ready for 2010.

I spent some of the time during the holiday at Great Barrier Island relaxing on the Hauraki Gulf, fishing, swimming and hiking. I also managed to fit in some flying and scuba-diving.

This week and last, I have been back in the office and in full operation.

National’s election campaign slogan was “Ambitious for New Zealand” and that remains the case. Although 2009 was a year of recession, 2010 will be a year of growth.

This year, the Government will be unveiling policies that will unlock New Zealand’s economic potential. There are six main areas that have been identified for improvement.

The tax system will be focused on encouraging people to work hard, save, and invest in business.

Government activity will be focused on improvements in frontline services rather than backroom bureaucracy.

Education will ensure that all New Zealanders have the skills they need to perform in productive, well-paid jobs.

Infrastructure will be upgraded to ensure that people are able to do their jobs as efficiently as possible.

Cumbersome regulation and red tape will be removed so that businesses are able to expand and take on new workers.
Strong connections will be forged between business and science. We have always been a nation of ideas. The challenge now will be to put those ideas to work.

CRACKING DOWN ON CRIME

This week we announced the three strikes policy which was part of our coalition agreement with ACT and United Future.

This law is part of a range of initiatives to reduce crime. The new sentencing regime will target the small number of repeat violent offenders who show continued disregard for the law and contempt for society.

Once convicted of three serious offences a judge will now be required to impose the maximum sentence for the third, without parole.

This will apply to 36 of the most serious offences including murder, manslaughter, rape, sexual violation and aggravated robbery.

The first offence will bring a conventional sentence and warning. The second offence will, in most cases, bring a jail sentence with no parole and a further warning. On conviction for a third offence, the offender will receive the maximum sentence in jail for that crime, also with no parole.

The only exception will be where a court decides a sentence would be manifestly unjust. If the court believes it would be unjust not to allow for parole, then it can make an order for the availability of parole.

The three strikes will only apply to serious-crime offenders aged 18 and over. It will not be retrospective – it will only apply to offences committed after the law comes into force.

During our first year in Government we introduced a number of measures designed to protect law-abiding Kiwis and reduce crime.

All New Zealanders have the right to feel safe in their homes and in their communities. In 1999, 92% of New Zealanders voted for tougher sentences. The National-led Government is determined to make communities safer, reduce the number of crime victims, and make life tougher for violent criminals. This new law is yet another step towards that goal.

OUT AND ABOUT

On Monday I attended the wreath laying by Prince William in honour of our fallen at the National War Memorial in Wellington. Afterwards Denese and I went to the opening of the new Supreme Court building.

The architecture of the building is certainly bold especially with the new Court contained within an orb, modelled on a Kauri Cone. The building makes a statement and I believe New Zealand, can do with more buildings with such a strong design focus.

Prince William carried out his duties on behalf of the Queen with dignity and respect. He sets a fine example for young people and his visit was appreciated by many people, with big attendances at the various events.

WAITANGI DAY

Tomorrow is Waitangi Day. It is the 170th anniversary of the signing of the Treaty of Waitangi.

This is our national day, when New Zealanders celebrate the birth of our nation that has its foundations in the Treaty. We need to remind ourselves that the establishment of the modern nation in 1840 was achieved by peaceful means with great goodwill.

This year, there is a positive mood that good progress is being made in the relationship between the National-led Government and Maori communities. We are making real headway in settling Treaty of Waitangi claims and on issues of health, education and Maori economic development. There is still much to do.

By focusing on our common goals, shared values and collective strengths we can continue with purpose towards a bright future for New Zealand.

PLANNING FOR TAX REFORM

New Zealand needs a tax system that is transparent, fair, and provides incentives for our economy to grow.

On 20 January, the Tax Working Group released its report, A tax system for New Zealand’s future.

This report was the result of a partnership between the Treasury, Inland Revenue and Victoria University to identify medium-term options for the New Zealand tax system. It looks at the way the Government collects tax, and how this could be streamlined and improved so that the New Zealand economy can grow.

The National-led Government wants a tax system that helps move us away from our recent preoccupation with borrowing and consumption. At the same time, the current economic climate means that any amendments must be broadly fiscally neutral.

While we are yet to propose any formal changes, I can assure you that there will be no capital gains tax on the family home.

One of the principal findings of the report was that the investment property sector has a value of $200 billion, but yields only $150 million in tax revenue. In other words, the sector costs the Government money.

Here are some of the proposals that have been discussed.

· Flattening the tax structure so that the top personal rate and business rate are brought into line (30% has been suggested). This would remove incentives for people shifting assets into structures such as LAQCs and trusts in order to avoid their tax obligations.

· Removal of the allowance for depreciation on buildings (currently 4% of the value of the building). In the UK, for example, this only applies to industrial buildings.

· Introduction of a land tax, which could yield between $160 million and $460 million per year, even at a rate as low as 0.1% of the property value.

· Raising GST (currently 12.5%).

National is committed to growing the New Zealand economy so that we grow wealthier as a nation. In order to achieve this, National believes New Zealanders need to change their relationship with property, and start improving productivity.

On Thursday last week Singaporean Minister of State for Defence Koo Tsai Kee and I had an at-sea demonstration of New Zealand’s inshore patrol vessels aboard HMNZS Hawea on the Waitemata Harbour.

We were very impressed with the ship’s professionalism. Its Commanding Officer and his crew did a first-class job.

Waitemata is one of the most magnificent urban harbours in the world. Over Waitangi weekend I am sure that it will be filled with people enjoying the summer weather.

ACTION ON SEA SLUGS

Dealing with toxic sea slugs washed up on North Shore beaches is a top priority.

On Friday I hosted a meeting at the North Shore City Council Chambers with a number of representatives from from the Cawthron Institute, NIWA, the ARC, Auckland Regional Council and North Shore City Council amongst others.

The neurotoxin TTX is among the most deadly in the world and is normally found in certain tropical water species. This is the first time that it has been found to occur in a temperate water species.

Already it has been scientifically confirmed that 2 dogs died, but many others are thought to have perished. It only takes the equivalent of half a teaspoon of slug to be toxic. Fortunately there have been far fewer incidents since last October, but as the incident in February when a child touched a dead slug showed, the risk is still there.

The purpose of the meeting was to ensure that everything that can be done to manage this problem is being done. These slugs are a real danger to people and their pets.

It was agreed that a systematic scientific study needs to be done so that we know the extent of the problem.

My concern is that though considerable effort is being put in by a lot of people behind the scenes, more could be done. The work should also be better publicised.

The Auckland Regional Council has been co-ordinating a Technical Advisory Group which contains people from all relevant agencies, including the North Shore City Council, MAF, the Cawthron Institute and NIWA. In addition, NIWA has compiled detailed background information on the slug’s biology and source of the toxin.

MMP REFERENDUM

On Tuesday, Justice Minister Simon Power announced the details of the referendum to be held in 2011 at the same time as the next general election.

This referendum will ask two questions. The first question will ask you to select a voting system preference, either MMP or Other. A second question will then ask for your preferred alternative out of First-Past-the-Post, Preferential Vote, Single Transferable Vote or Supplementary Member.

If the majority of people opt for a change in voting system, then a second binding referendum will be held in 2014 asking voters to choose between MMP and the most preferred alternative.

Simon Power has done a excellent job putting this proposal together. When dealing with fundamental issues of democracy such as a change of voting system, it is vital that the methodology of the process is transparent and easily understood.

The cross-party support of the referendum shows how well this has been done.

WINTER OLYMPICS

Like everyone else I have been enjoying watching the Winter Olympics in Vancouver. The New Zealand Winter Olympics medal haul is just one, ever: the silver medal won by Annelise Coberger in 1992.

However, special mention must be made of James Hamilton, who comes from the North Shore and is competing in the half pipe. James missed out on a semi-final place by only one spot, finishing 10^th in his heat.

This event is an amazing spectacle and I wish all New Zealand athletes the best of luck. They have spent years training to compete and their success in qualifying for the Games is a testament to their dedication and hard work.

07 December - Harbour Crossing Approved

HARBOUR CORRIDOR APPROVED

The announcement by Minister of Transport Steven Joyce of the corridor for the harbour crossing will be welcome news for commuters in North Shore and elsewhere.

His assurance that the corridor will be on the eastern side of the bridge, essentially from the old tollgate plaza to Wynyard Point, is confirmation that residents of North Shore have been looking for. His commitment to getting this project moving will also be welcome.

The news that the bridge has 20-40 years of life left certainly requires a full look at all the options. But it is worth noting that we do have time to do this and there is no need for an unseemly rush.

Since I have been a Member of Parliament I have been supporting a tunnel option from the old toll plaza to Wynyard Point to complement the existing bridge.

The Anzac bridge proposal to replace the existing bridge also raises an interesting option. In 2007 I met with Richard Simpson about his Anzac bridge proposal. It was clearly a dramatic design that also has the advantage of freeing up land in St Mary’s Bay and Northcote. Visit www.bridge2015.org.nz for a good look at the proposal.

The timeframe of 15-20 years gives plenty of time for considered thought on these issues. Now that the key issue around the corridor has been confirmed, we have the opportunity as a community to think carefully about the options available.

AUCKLAND GOVERNANCE: THE LOCAL BOARDS

Last week the Local Government Commission released its recommendations on the proposed boundaries for the new Auckland Council. This week Parliament will deal with the third Auckland Bill. This Bill will set out the transition mechanisms to enable transfer of council assets, powers and staff to the Auckland Council.

Three local boards will cover the wider North Shore area. They are Devonport-Takapuna, Glenfield-Birkenhead and Albany-East Coast Bays-Hibiscus Coast. Each of these areas will be further broken down into electoral districts for the election of local board members.

For the Devonport-Takapuna board, three members will be elected from the Forrest Hill-Milford-Takapuna area, and two will be elected from the Belmont-Devonport area. My initial reaction is that we may get more diverse representation if we had a seven-person board instead of the five proposed.

The Local Government Commission has proposed that the North Shore Ward will elect two councillors to the Auckland Council. This ward will effectively cover the electorates of Northcote and North Shore.

Mayor Andrew Williams considers that two single-member wards would be preferable. The Commission has shown a clear preference for two-person wards on the basis that the councillors will focus on their wider responsibilities to the whole city, rather than their particular constituency.

TRIP TO CANADA

In late November I visited Canada at the invitation of Defence Minister Peter MacKay. Canada is now one of New Zealand’s most important defence partners. We undertake shared training, and both countries have deployments in Afghanistan.

During the visit I attended the Halifax International Security Forum, where the principal topics were Afghanistan and nuclear proliferation. The attendees included US Defence Secretary Robert Gates, the new German Defence Minister and Ministers from Brazil, Belgium, Italy and the Netherlands, plus a large number of defence and security thinkers.

My visit also encompassed Research, Science and Technology. Canada faces many of the same problems as New Zealand around driving growth.

The insights gained will be of considerable value in my current reviews of both Defence and Research, Science and Technology.

BREAKFAST WITH JOHN BANKS

On Wednesday last week the North Shore National Party hosted a breakfast at the Spencer on Byron with John Banks, the Mayor of Auckland.

John Banks was the first candidate to declare he would stand for Mayor of the new Auckland Council. John is setting a clear agenda in getting more growth in our city and our region.

He challenged us to look to the example of Brisbane which amalgamated its city council in 1925. Brisbane was recently able to build an airport motorway link in six years, compared to the Auckland Western Ring Route which started consultation in 2006 and is only due to be completed in 2015. Quoting a Herald headline from 1964: “The future requires bold ideas”, John urged us to embrace that same spirit.

This was a great event with over 150 people in attendance. Congratulations and thanks to Matt Kemp for organising and running a very successful and enjoyable breakfast.

HONOURING THE FALLEN

On Wednesday 11 November I attended Armistice Day commemorations at the World War 1 Sanctuary at the Auckland War Memorial Museum. I had the honour of laying a wreath on behalf of the Government and people of New Zealand. Some 350 people attended the service, including the Mayors of Auckland, North Shore, Waitakere and Rodney. The Auckland Girls’ Choir performance was especially moving.

Last Sunday I attended the Remembrance Day service at the Cathedral of St Paul in Wellington. On Remembrance Day we honour all those who have died in war.

Traditionally Armistice Day was commemorated on 11 November at 11am, because World War 1 ended when Germany signed the Armistice on the 11th hour of the 11th day of the 11th month. On Armistice Day we remember those who died in World War 1.

Anzac Day is unique to New Zealand and Australia. Remembrance Day and Armistice Day are commemorated throughout the Commonwealth.

COLLEGE PRIZEGIVINGS

Last week I attended prizegiving at Rangitoto College and the senior prizegiving at Takapuna Grammar School.

North Shore students continue to achieve at the top level. Many of the students that received prizes last week will be planning tertiary study. The students of today are the leaders of tomorrow.

The success of our students is a result of the hard work of each individual. Their successes also reflect the efforts of dedicated teachers, boards of trustees and supportive parents.

To all those students who are reaching the end of the school year and approaching the final exams, I wish you the best of luck. The next few weeks will be hard work, but this will be followed by a well-earned rest.

RUTHERFORD MEDAL

On Wednesday night I presented the Royal Society of New Zealand’s prestigious Rutherford Medal to Professor Peter Hunter of Auckland University. The Medal, awarded annually, honours those who have made an exceptional contribution across a lifetime of research to science and technology in New Zealand.

Professor Hunter is head of the Bioengineering Institute at the University of Auckland. He is a world leader in the field of computer modelling of the way the human body works.

This year, following the establishment of the Prime Minister’s Science Prizes, the Government has instituted an award of $100,000 in prize money to the Medal recipient. The Government is committed to celebrating the achievements and success of our scientists.

Professor Hunter has a stellar research record. Apart from his own work, through his commitment to supporting young researchers he has made a huge contribution to this country.

VISIT TO CANADA

Starting today I am on an official visit to Canada. I will be making both a formal bilateral Defence visit and a Research, Science and Technology visit. I will also be attending an international security forum in Halifax this weekend. Canada is a good friend on the international scene and I look forward to furthering our relationship in both portfolios.

VISIT TO AFGHANISTAN

Two weeks ago I had the privilege of visiting our troops in Afghanistan.

The Provincial Reconstruction Team in Bamyan Province is doing a fantastic job. You know that they are well respected by the fact that even 7½ years after the PRT was first deployed, children wave to them, and look forward to seeing them.

Bamyan is starting to see growth. A new town centre is being built; roads are being sealed, the hospital has been rebuilt. The polytech has 1000 students in education, agronomy and other disciplines.

Of course, Afghanistan is still a country with deep problems. These were evident in Kabul – there is a level of security in the city that is daunting. The city has grown from one million to nearly four million in the past 10 years. There is a plethora of security systems, reconstruction and a hum of activity.

I did get the sense of a country making progress, though things are particularly difficult in the south.

Our NZDF people in Afghanistan are in good spirits. Their morale is high and they can see they are making a difference.

From Afghanistan I went on to Bratislava in Slovakia to attend a meeting of NATO and ISAF Defence Ministers. The key topic was General Stanley McChrystal’s recent assessment. There was general support for the building-up of the Afghan Government to ensure that NATO/ISAF will be able to leave a well-functioning country. Of course, troop numbers are still an issue for President Obama.

It is important to attend such meetings, to ensure New Zealand’s voice is heard at this level. This is how we ensure our interests are considered.

ACC REFORM

Over the past four years, ACC claim costs have risen 57%. Unfunded liabilities have risen from $4 billion to $13 billion. This is unsustainable. The Government has been forced to make decisions between raising levies and cutting back on entitlements.

As part of the agreement with ACT to support the ACC Reform Bill, the Government has agreed to open up the ACC Work Account to competition from private insurers. A second agreement allows the ACC steering group to investigate where competition could be effective in other ACC accounts.

However, the Minister for ACC, Nick Smith, has made it clear that it is unlikely that the insurance function in the other ACC accounts will offer any significant work for private insurers.

THE MARY BARRETT GLADE

I was very happy to hear that Polly Pollock of Devonport will continue to maintain the lovely glade of native trees she has created on Navy land in Lake Rd.

Polly has spent many years developing the Mary Barrett Glade from scratch. The land was originally a rubbish dump. The Glade is named after her late daughter, and is very popular with walkers and joggers. School groups are also frequent visitors.

Earlier this year the Navy had planned to take over looking after the Glade, when Polly had some health problems. She is now almost fully recovered, and with the assistance of my office Polly and the Navy have reached agreement that she will carry on as long as she is able to do so.

FAREWELL TO HMNZS CANTERBURY

The Navy’s multi-role ship HMNZS Canterbury has arrived in the Pacific with a cargo of essential reconstruction supplies for the areas hit by the recent tsunami.

I toured the ship and farewelled the crew before they sailed last Saturday. Canterbury was in planned maintenance when the tsunami struck. The Navy worked very hard to get the ship ready for sea within five days. They did an excellent job.

Canterbury’s arrival marks the next phase of New Zealand’s aid effort. This follows the delivery by air of medical supplies and other urgent requirements in the days following the catastrophe.

The cargo on board Canterbury includes engineering vehicles, timber and water purification equipment. She also carried several containers of donated goods from the Tongan and Samoan communities.

The delivery of Kiwi aid to our brothers and sisters in the Pacific is a proud event to be involved in. Well done to everyone.

PREPARING FOR A NATURAL DISASTER

It is important that New Zealanders have confidence in our civil defence arrangements.

The Government has set up an independent review looking at how the Ministry of Civil Defence and Emergency Management responded to the recent tsunami threat.

The review is expected to be completed by the end of October and will run alongside the Ministry’s own review of its response.

MILFORD CENTRE

The Milford Residents and Ratepayers’ Association recently held a public meeting on the development of Milford centre. The owners of Milford Mall, the New Zealand Retail Property Group, are proposing a private plan change that would permit a higher density of development on the current mall site. The redevelopment would offer a much larger retail area which will bring increased jobs and business to the Milford area. However, some residents are clearly anxious about the nature of the proposed development.

When hearings for the plan change are held I suggest that all interested residents make an effort to attend. In the meantime it is a good opportunity for the Milford community to think about the direction they would like to see the development take.

Passchendaele commemorations

Last Saturday I joined the Prime Minister at the March Past and Review in Takapuna to mark the 92nd anniversary of the World War 1 battle of Passchendaele. The Army led the parade, with the other services, cadets and RSA members also involved. It was a very moving occasion. This battle took place over two days and cost more New Zealand lives than any other single event in our history. Amongst others, the Prime Minister and I laid wreaths.

Farewell to Afghanistan troops

On Monday I visited the Ohakea Air Force base to farewell the latest rotation of Defence Force and police personnel to the Provincial Reconstruction Team in Afghanistan. There are 145 people in this group. They comprise the fifteenth such rotation to serve in Bamiyan province. Our PRT is making a very significant contribution in Bamiyan. They are providing essential reconstruction to help the people of Afghanistan build a better future. They will make us proud, as have their predecessors.

HELPING OUR NEIGHBOURS

The terrible tragedy in Samoa, American Samoa and Tonga this week has taken New Zealand lives, and directly affects thousands of New Zealand families. It brings into sharp focus the importance of the Defence Force in getting medics, engineers and emergency supplies to where they are needed in the first few hours after a disaster.

The Government has acted swiftly to help our Pacific neighbours. Air Force flights to Samoa began in the first few hours after the tsunami struck. The first few of these carried urgently-required supplies such as tents, stretchers and generators; and specialist Defence Force medical and engineering teams. These deliveries will continue as long as there is a need.

The Defence Force is doing an outstanding job of advising Government Ministers and implementing our decisions on the relief efforts.

Last night the first of two Iroquois helicopters was taken to Samoa in a Hercules. Two further aircraft have gone up today. One is an RNZAF Boeing 757 carrying medical evacuation and search and rescue teams. The Minister of Foreign Affairs, Murray McCully, also went on this flight, to see for himself the devastation and to assess how New Zealand can best help in the days to come. The second is an Australian C130 Hercules carrying the second Iroquois. Another RNZAF C130 is due to depart tomorrow morning carrying an Army light operational vehicle and a water purification plant.

Prime Minister John Key is returning early from a family holiday in the United States and will visit Samoa tomorrow, to reinforce New Zealand’s commitment to its recovery.

The Navy’s multi-role vessel, HMNZS Canterbury, will be ready to sail for Samoa early next week. It can take the heavy cargo which will be needed for the long-term reconstruction work ahead.

The Government has also allocated $1 million in immediate aid relief in Samoa and Tonga. More will be provided, given the major damage to infrastructure those countries have sustained. New Zealand is going to do what it takes to help Samoa and Tonga through this crisis.

ANZAC EFFORT

The quality and speed of the NZDF’s disaster relief work has been greatly enhanced by working closely with the Australian Defence Force.

The earthquake and subsequent tsunami struck early on the same day that I was meeting my Australian counterpart, Senator John Faulkner, in Sydney. Our respective Chiefs of Defence Force were also at the meeting. This meant we were able to immediately work together to plan a joint response.

By a stroke of good fortune two RAAF Hercules aircraft were already in New Zealand on exercises and they were immediately tasked to assist in the airlift. Another Australian Hercules has since joined the operation.

The main subject of discussion between me and Senator Faulkner was the establishment of a joint ANZAC force to deal with exactly this type of crisis in the Pacific. Planning is now under way to create this force.

The development of this joint force demonstrates our mutual commitment to work together to promote security, stability and development in the Pacific region. Over the next six months, the work will be done to pull it together.

PASSCHENDAELE COMMEMORATIONS

This Sunday I will be attending the opening of the North Shore Passchendaele commemoration activities. 2009 is the 92^nd anniversary of this momentous battle, in which New Zealanders were heavily involved. It took place over two days, 4 and 12 October 1917. The latter is the single bloodiest day in our history.

An exhibition of photographs and battlefield artefacts assembled by the Memorial Museum Passchendaele 1917 entitled “The Belgians Have Not Forgotten” is on show at Fort Takapuna from 4 October to 15 November. I urge all North Shore residents to take the opportunity to visit and to remember those who gave their lives.

Auckland: A World Class City

The Local Government (Auckland Council) Bill was passed in Parliament yesterday. Fully implemented, it will help deliver on National’s commitment to making Auckland a world-class city. We will get better value for our rates, and community control of what matters in our neighbourhoods.

The Bill provides for a Mayor, a Council with 20 Councillors, and between 20 and 30 Local Boards. The Local Boards will ensure effective local governance and strong local representation. They will put forward their communities’ views on regional decisions to the Auckland Council. They have the structure and powers to shape their own communities in the best interests of each community’s residents.

The time for argument and bickering over those issues is over. It is critical we all pull together to make it work. The election for the Council and the Local Boards is only a year away. The Auckland Transition Agency is working hard to make sure the framework of the new city is in place. Our challenge as citizens and civic leaders is to make it work for the good of us all.

ECONOMY IMPROVING

Last week Treasury officials reported signs of improvement in the economy and that unemployment is unlikely to reach the previously expected heights. Their view is based on the international recovery, positive migration figures and an improving housing market.

Unemployment is now forecast to reach only 7.5 per cent, compared to the Budget prediction of 8 per cent. This would mean there would be 34,500 fewer people jobless, compared with previous forecasts.

It is important now that the New Zealand economy grows in a sustainable manner. This means we need to have an export-led recovery, rather than a recovery built on further debt and borrowing on property.

TRAINING AT WAIOURU

Last Friday I visited the next rotation of Defence Force personnel to the Provincial Reconstruction Team in Afghanistan during their pre-deployment training at Waiouru camp.

I saw how our people are being prepared, physically and mentally, to handle a wide range of challenging situations in the field - and to “expect the unexpected’. As a Defence Force we now have great depth of experience in the tasks of the PRT and this is being put to good use.

Our people in Afghanistan are doing an outstanding job in a dangerous environment. The high-quality training they receive in preparation for the exacting demands of the deployment is paying off. This rotation leaves early next month, and I will be farewelling them at Ohakea.

VISIT TO CHINA

Next week I will be travelling to China for a formal ministerial visit. This visit will cover both defence and New Zealand’s research, science and technology relationship with China.

Even with the global recession Chinese growth has continued. Expansion of the Chinese internal market is likely to play a major part in the global recovery. The free trade agreement that New Zealand has with China puts us in a leading position to leverage off the Chinese growth.

The Chinese market is exactly the type of market that New Zealand needs to be competing for. By developing our relationships with emerging markets such as China and India we can achieve the export-led recovery that we need to develop a sustainable economy.
